What's it with town criers in Runescape?

I was on a Runescape fansite forum and I saw a post asking what the town crier was supposed to be and where the name came from, they asked as if Jagex had just made the name up and created the idea from their developers.
After reading this I realised that not everyone knows about the meaning or thinking of many things behind Runescape, this can be for reasons such as age or their location, these things can be found by searching Google or other search engine but not everyone would think to look these things up, I live in the UK and because Jagex are based in the UK I am in a position to be aware of many of the creations from Jagex.

A Town Crier was used to pass messages to the town folk in England many years ago, this was so people who couldn't read could get important local information and I believe as commercial ads promoting local businesses and their products, yes even town criers have a classified section, they had a bell to get peoples attention followed by their message.
