Should Runescape have rules?
As a follow up to my post recently titled Jagex have sold their soul having given it a bit of time to calm down have things got better?
First of all I would like to add this picture.

This was just a snapshot of a small area, people are fighting for scamming area, I love the word legit, does that mean they are a legitimate player doing a legitimate gamble that will pay out, or will they leg-it if you win? I know which I suspect.
This is just for the flower scam, every where you go there is at least 1 scam or another, makes me think what is the point of the Runescape rules.
Should Jagex just release Runescape as a free for all with no rules and let everyone fend for themselves.
I have taken a look at the rules.
Under Honour heading
Bots are wide spread, they are everywhere, I have reported bots and they are still playing.
Business appears to be booming for them, should they still be trading or able to get the resources to sell?
Loads of people selling accounts, RWT sites selling accounts,
I am sure it happens but unable to comment as it can not be witnesed by other players easily

Has happened, I have reported and I believe they were banned
Wide spread, every town, every server, every day.
Who cares about adverts.
Flower scam has spread like weeds, just being visible is encouraging others to try it to name just one.

I have reported racist names and they have been removed

Hmmm lets remove the profanity filter and make it so they can really break this rule

We can still report for the above rules with the exception of bots, there are so many that if you report them all you get banned for reporting for a period of time.
Jagex have made it so you can break most of the above rules a lot easier, should you be banned for something they have made possible for you to do?
DVLA in the UK sell number plates that you can make look like a names for profit, however if you space them so it looks like the name you can be fined and have the registration revoked, Jagex are not alone in doing things for profit that go against the appropriate rules.
Jagex need to review the rules to make them more appropriate for todays game play, perhaps they should just scrap rules and let anarchy rule the game.
When the free trade and wilderness was first announced as making a come back I anticipated it being as bad as it was before, I did not anticipate how much worse is would become.
