I personally think the best way to train is up to yourself to find out. I am 75 woodcutting and poor combat level but I found lots of spots and worlds where no people are. If you go lets say to a Tzhaar Fightpits world their is hardly people where you want to do your skill. So just find out your own way of training on your skills and share your methods with others so that they can learn.
Also over the years on RuneScape I have learnt that the best way to train is with a freind, someone that you always talk to or a clan so that you build freindships up and can talk about anything rather than do a skill without able to talk to people apart from private chat.
I think if a person asks "what is the best way to train such and such a skill", it is implied that they mean "what is the fastest way to level in this skill."
That said, the answer to the question must still have two parts: 1) What is the activity that gets the most XP in that skill given the player's current level and equipment; 2) How long can the player sustain that activity before getting bored?
In some cases a hybrid of the "best" and the "most desirable" ends up being both. By flipping between two different methods you gain the best of both conditions: much faster XP, and much less boredom.
